It depends on which version of Robotino you use. In case of Robotino 3 there are several images available using different Ubuntu versions. It's not strictly necessarry to have the same version on the control PC, but I guess it makes it easier in case of bug tracking. At our lab we currently use Ubuntu 14.04 and ROS Indigo but there is an image containing Ubuntu 16.04 where you should use ROS Kinetic.

All Robotino 3 Images from 3.x upwards base on Ubuntu 16.04, so the choice is up to you. I would probably suggest to go with 16.04 + Kinetic.
